A very successful assessment for Techtera, at the end of the study carried out in the first half of 2012 by assessors of the BearingPoint-Erdyn-Technopolis consortium, mandated by the State for the second phase in the national assessment of the innovation cluster policy.

The 71 French clusters audited are separated into three classifications: "very effective", "effective", and "less effective". Techtera ranks in the top tier of the 20 French clusters rated and gets "very effective" for the measures taken between 2008 and 2011, the period covered by the assessment. Apart from this achievement, the assessment report highlights the good practices and outstanding action of the cluster.

Three specific points are identified:

1. Collaboration with the Japan Chemical Fibers Association (JCFA), especially through the development of communication tools dedicated to Japan, which is one of the cluster's target countries: website, newsletters and watch on innovative fibres developed by Japanese companies in their market and aimed at members of Techtera.

2. Formalising procedures and obtaining ISO 9001 certification for the cluster's management, renewed in 2011 for three years. "Apart from the transparency given to the procedures", the assessors note, "this approach makes possible the best transmission of know-how in case of departure of key people from the team."

3 "The procedure for the emergence of R&D projects benefits from regular collaboration among many of the cluster's members. At the heart of the system are the Innovation Workshops. Each workshop generates 1 or 2 working groups, and ”long-term help with the mounting of collaborative projects."

- "The effect of these workshops is to allow the ecosystem to integrate new scientific and technical themes for the group of firms, thereby initiating new relationships with research laboratories," commented the assessors, who also pointed out the rate of project labelling, namely 88%.

- They concluded, "The method of mounting projects with the involvement of the cluster, right from the start in many cases, ensures a high success rate in labelling." To recap, the Techtera R&D labelling process has two stages: the opinion of the cluster's science and technology commission, composed of independent experts, and labelling by the executive board. On average, over four years, 54.5% of R&D projects supported by Techtera received funding.

Techtera is the innovation cluster for textile and flexible materials, Lyon, Rhône- Alpes, France.
